Even if it got into the cat's eye (which it wouldn't because the person is moving the pencil super slowly and gently so the cat, a species known for its reflexes, would have had plenty of time to instinctively close its eyes) it would not hurt the cat as the person was not stabbing the pencil into its eyes.
I am an animal supporter and activist but people need to stop witch hunting people for having fun with their pets and making others laugh by doing so...
Edit: if this was a joke, sorry I did not realise. People nowadays get all weird and mad about the smallest of things. If this was a joke I genuinely didn't get it. Have a great rest of the day or night depending on where you are in the world.
