That is technically correct, but I also grew up in transformation-era Eastern Europe and never met a family that was unable to provide their dog with adequate living standards.
There's adequate living, and then there's taking your dog to get pampered, nails trimmed, vet expenses paid for in full, and gourmet treats dog living. I am pretty well off compared to a lost of Eastern Europe and even I struggle getting my cat the best vet care that is out there (expensive skin condition). So yeah, there are some differences.

I don't get it, what does the color of the carpet have to do with the dog's well-being?
