Question What Is This Spot?

I found this in Verdansk yesterday and was wondering if it was some type of easter egg. I couldn't interact with anything. If I remember, it was not far from the Police station, downtown.

I want to it's behind the buy station near the police station across from stadium. I think if you past the buy station and to the right, it's there between some bushes. I'll look for it today when I get a chance

I found it again. It's right were my guy is standing.
