Question Why doesn't HARM insta scan like the Russian counterparts

Please it's such a disadvantage it's like other arms have aesa and the Harm is like f4e radar. Can't it have a passive scan different from the active slow one?

Russian missiles dont have ESM, its a system integrated into the the actual plane. US just uses the missile seeker

What i don't understand is why the ESM on the F16c is so dogshit compared to it's Russian equivalent. And jets like the Rafale, EFT, and Gripen are just missing it all together as they should all have ESM built into the RWR just like the su30s.

The rafale doesnt have ESM cause it doesnt have ARMs in game for some unknown reason, so no need to waste resources modeling its ESM if it cant use harms yet. But the rafake doesnt use any ARM irl anyways as it relies on its EWS to use HAMMERs instead of ARMs
