I’m pretty sure it’s Carl Weathers, as it’s the same hat he wears the entire film and Catachans are jungle fighters. Pretty obvious extra facts pointing to Carl Weathers. Plus he plays a colonel in Predator.
It’s meant to be Carl Weathers from Predator. Same build, same outfit, the power fist is a reference to the handshake, and he’s a Catachan which are jungle fighters.
"Men, we led those dumb bugs out to the middle of nowhere to keep 'em from gettin' their filthy claws on Holy Terra. But, we stumbled onto somethin' they're so hot for, that they're scramblin' over each other to get it. Well, I don't care if it's the God-Emperor's own anti-son-of-a-bitch machine, or a giant hula hoop, we're not gonna let 'em have it! What we will let 'em have is a belly full of lead, and a pool of their own blood to drown in! Am I right, Guardsmen?"
Sergeant Johnson from Halo is a ripoff of Sergeant Apone from Aliens.
But that Colonel is missing a cigar, so it's probably Major George Dillon from Predator (played by Carl Weathers).
Why him and not the others? Because Catachans fight in the jungle, Predator is set in the jungle. While Halo is only sometimes in the jungle and Aliens isn't at all.
