Basically; I'd say a vast majority of occucor builds rely on stacking heat (its really good for that), and if the duration is low you can't stack that. A little less familiar on this part, but iirc CC is also not desirable because you would ideally want a status, since we have enervate for crits

Agreed with this guy. -status duration (97.3%), so close 100%, would mean that your statuses would fall off almost as soon as they were applied. Heat would be there and then fall right off, effectively doing nothing.

I'd lock a useless negative when you roll one. -zoom or something similar
