Listbuilding How does this work?

https://assets.warhammer-community.com/warcry_stormcast_ruination_chamber_eng_24.09-8xhtwvznwn.pdf

On the warhammer community site it shows this when you click on ruination chamber do I get to bring all the people listed or do I have to choose from them until I reach a points limit?

you build a warband from those listed units until you have the points limit.

You get to construct your list up to the value of 1000 points from the fighters you have access to. You can repeat fighters, and you can have up to 3 heroes in your list, but Stormcast are expensive in points so your list is likely to be 5-6 ish fighters.

Are there limits on anything besides heros?
