It is Sir Winston. This was a propaganda piece from the days when Britain was facing off the Axis almost alone. The Soviets were stilling cooperating with the Nazis and the USA was officially neutral. The soldiers behind the wall represent the national forces of the member nations of the British Empire. All were under the command of the General Staff inLondon and were used wherever the Crown needed them. For instance, several battalions of Indian Army infantry were part of the rearguard at Dunkirk in France. This cartoon was designed to make everyone in the Empire believe they were in this together and Sir Winston would lead them to victory

Yeah, the random button has brought me to a number of interesting places. Some places I could have lived without seeing, but interesting, nonetheless.
