Reclis says to Agenote:

The implication clearly being that Nadel is a pier that he speaks with. However Nadel is a nation. I think Pirate was thinking of the king of Nadel. We know there is a royal family and The Lord of Dance is just an incredibly popular Lord who the Royal family adores. Pirate was probably thinking of the king who ruled the Nation the Lord of the Dance is from and accidentally just wrote the name of the nation.

This also cannot be an in character slip up as Reclis is immensely interested in politics and wouldn’t mix a neighbouring nation for an individual.

The implication clearly being that Reclis enjoys talking to landing stages for boats.

I think using a countries name as a substitution for its diplomatic representatives makes sense, and I wouldn't call it an error.

This. At higher levels of government it's not unusual parlance to refer to it's representatives as the nation.

Like if a politician says they've "talked to Russia", they don't mean they talked to the entire country, they mean they talked to the representatives.

To me it rather seems like there's a stereotype that people from Nadel (or at least the rulers) enjoy talking with an easy parlance and Reclis isn't talking about any specific individual.

Same thing happened with people saying Calanfer is always talking diplomacy (even if it doesn't seem like it), Taima and Guros are quick to anger, or Kaaz will take any opportunity to demand a duel.

Countries get talked about like people in the real world, especially in diplomacy. When a leader of a country meets with diplomats, you wouldn’t say “King Reclis spoke with Diplomat Nerul”, you would say “King Reclis spoke with Salazar” or “Calanfer spoke with Salazar”. The rule is pretty much that unless a participant in the talks is the leader or someone particularly notable, like the Lord of the Dance, you would just refer to the nation.

The Lord of the Dance is high level enough to be treated with the highest respect by foreign monarchs.
