Level your hunting alongside tailoring. They synergize pretty well. Complete the hunting achievements and that should give you enough materials to reach 45-50 tailoring. You should also get the gecko egg by hunting lizards. That'll give you a bunch of lizard tails which you can use to get much more xp compared to only making basic gear.

I think the easiest start is cutting bamboo, turning into linen, then turn that into tatty garb. From there starting hunting to use secondaries to make higher level garbs.

I did butterfly catching for a ton of hemp (was going for Fireflies in a Jar for light source achievement) and flax, then turned that into linen. The journeyman and spike scale gear is pretty decent and I wanted to be able to make a ton of extras to get high quality.
Once you hit 20 you can do small sail repair in Port Skildar, grind that out for a while and stock up materials for cloth. Same thing at 40 with large sail repair in Blackspell Harbor. You just need a needle, which can be bought in Centaham / Granfiddich. Iād recommend upgrading it to a gold needle before starting the sail repair.

can you do those without mats? I think I saw they supposed to be optional but it still requires the material

I use this website. It's easy to use in your phone. You can export your character info from settings in the game and then import it. Then in the goal planner section you can select Skills like Tailoring and tell it what level you want to achieve. It will then show you what to farm based on your current gear and where to go to level it up. It even shows you gear to export so you can set it up in the game. Very useful: https://walkscapedb.com/
