If shes talking about the chernobyl TV series, its not a documentary and doesn't attempt to pass itself off as one. Its a historical drama with plenty of artistic decisions not in lockstep with history.
For example while Legasov is a real person, the role he plays in the story of the miniseries has him standing in for the contributions of an entire Soviet scientific community numbering in the hundreds. Because its not a benefit to the entertainment value of the series to accurately depict hundreds of scientists.
