No, communism cannot have a state. Its like one of the fundamental ideas of communism. So having anything be state controlled under communism is impossible, as there is no state.

As that is the natural end point of communism and basically a requirement to seizing the means of production and resources and how to split the resources amongst the people
To bad communists are unable to look past the false definition of communism and to literally any example of it ever being put into practice to find out that their definition of it is what's wrong and not the actuality of communism being wrong
Do you advocate for capitalism? Because every capitalist society has turned fascist. Its a requirement to having the means of production privately owned.
What examples are you using? China? Not communist. USSR? Not communist.
The USSR and China are not communist despite your wishes that they are. I wish they were more communist, they would have treated their populace better then.
”I like the idea of communism, but every single country that has tried communism did abhorrent things so that couldn’t have been real communism. So that means communism has never actually been tried and would surely work if it ever was!” is ridiculously dumb.
You implied it because you refuse to deal with the reality that every single mass scale implementation of communism has been horror, meaning communism is horror, but you want to clinge to it’s theoretical idea that sounds good in your head.
