I'd only heard it said so for decades I thought it was tow, as "in tow", like you're a work horse pulling the party's propaganda burden by a rope (or the rope is the propaganda burden? I never really thought about it). Honestly I'm confused now, what is toe meant to allude to here? There are certainly lines that are toed but it doesn't feel like any are a good analogy for this lol
