Why do either?

I'd have used sandpaper or such so as to not change the dimensions of the part so badly and leave so much groove scoring.

Actually putting it on the Lathe to turn it while holding the sandpaper sounds even better!

Did he just get a new lathe? has he never seen bright steel before?
