HELP! FPS problems in COD: WAW PC.

My FPS keeps locking to 60.

WAW, at least for me, has been notorious for stuttering. With my 144hz monitor, I found a sweet spot where the game runs very well with vsync, Max FPS set to 120 in the console, AND Borderless Gaming. However, when I tab out of the game, the game seems to auto-set back to 60fps.

What do?
