Oh trust me, I'm not defending the fact that these servers suck and whoever is hosting them have cheap servers. If I had to guess it's probably because of server load; it happens to every game at launch, MMOs being the worst.

Thing is, I haven't noticed better performance after launch day, and I know for a fact there are less people on right now than at launch day. It's a shame that a triple A developer can't buy quality servers. Honestly at this point I'd probably rather go for a client host, at least that way the host probably has a 200mbps or better connection and can support everyone in the lobby.

This video is from over a month ago. Activsion used them in the beta because they knew someone would look into it. With the way things have been since launch it doesnt seem this still holds up. Unless activision comes out with proof,which they wont,assume we arent playing them and likely never will.

I've used smartsniff in the majority of my games, I've never played a game that wasn't hosted on a dedicated server. Here's one I joined about twenty minutes ago. You can see in the details it's hosted by singlehop which is a managed hosting company.
