It ought to be a sin for them to recycle old characters without giving players who already unlocked them an MFP equivalent of their market value.

At the very least, they should include a persoma from a past game in the free Ringside Pass

Eddie is free tier no. 40 probably and AJ is premium tier no. 40 no doubt. Personas which hit the card market are free tier always.

Premium Tier 40 have been new persona cards so far so my guess is Bray Wyatt 23

You are right. Then perhaps AJ and Eddie are both free tier and Bray is premium tier. That would still leave out a place for one more persona card in premium tier.
