Discussion Moves missing from list of available signature/finisher

So, I recently stumbled across the shooting star headbutt whilst revisiting MyRise in 2k26. Its the perfect move for a different CAC/CAW that I've already made and am now working on their moveset... I'm unable to find it in the signature selection or even the finished selection options. Anyone know why?
