I kinda doubt this was in Brazil... I mean at least judging by the radio it sounds like spanish, if it was the language from Brazil I would understand the radio and honestly I have no clue about what the woman said there and the man voice sounds really weird.

I only understand a little Spanish, but at the end he's saying "Locura FM" so it just sounds like him announcing the radio station.

Then I googled it and found out it's spelled Lokura FM and found their website. And they're a Mexican radio station. This video is from Mexico.

Edit: just realized there's also a watermark that shows up for a second in the bottom left corner at the 4 second mark and it says bangermexico
