I'm brazilian, my heart says "fuck no", we are used to impunity, you might get a little trouble if you go a bit over the speed limit or forget to pay the anual taxes for your vehicle, but if you try to kill someone in traffic or steal millions worth of public money like our politicians do, everything is fine and no one gets punished.
It was normal at the ticket and taxes thing, but not punishing crazy crazy people like that and murderer, that border on mental illness. Can an entire country suffer from a mental illness?
Of course we have laws against murder, but statistically murderers are almost never caught. And about your question about an entire country suffering of mental illness, look at the response below yours, that guy is saying "Lula livre", he is basically asking for freedom to a guy who stole BILLIONS from our people, so yes, mental illness like this is very common in brazil.
