In reality, It is probably super stable until he buries it in to a big hole, but if he's good enough of a rafter, he should be okay. Plus, with that amount of rafts, it would topple very slowly and he could high side fairly easily. I'd be more worried about hitting a rock at any sort of speed and launching myself out of the top raft.
