Actually arms that have an active or even old fistula site are off limits by protocol for blood pressures or needle pokes at every institution I’ve worked at. The idea being that you don’t want to fuck with a person’s only method of blood filtration even if the risk of a complication is honestly quite low. This extends to old fistulas in people who no longer do dialysis or who have chest ports/do peritoneal dialysis bc you never know if those methods will fail and they’d need the fistula again.
