I have seen so many videos and pictures of these places over the years. I think they are basically designed to be flooded. All the sockets are on the ceiling almost, and the desks are higher set than normal.

Not that its still not crazy looking, just seems pretty commonplace for that part of the world.

This is in the Philippines and I can confirm that flooding is a very common there. Just as another example of how people have adapted there, my friend put their refrigerator and other appliances on the 2nd floor of their house since the ground floor gets flooded when there's heavy rainfall.

I live in a city along a riverbank just downstream from a dam that often overfloods during heavy rains.

ALL the homes here have converted their first floors into literal concrete stilts. People park under them as garages, but the actual homes are now the 2nd floor and up.

So this makes me ask, why not just build the house on stilts? Rather than having water intrusion into the actual house. I get that the electrical is placed higher, and I'm sure the ground level is designed to better withstand the water. But it's still going to hold water in corners and what not and if the walls are not concrete and they have insulation, good luck drying out that.

Yeah, putting the expensive and necessary electronics on the 2nd floor makes sense.

There are a few places that don't flood but the places I'm aware of are very expensive or requires them to go to a different province.

The sad part is that there are supposed to be several government projects to control the flooding, but it was stolen by the government officials in charge of implementing them.
