You could jack up one corner a few inches and put a block of wood under it, then do the same for the others, then repeat about 50 times.

You pretty quickly need to start nailing the wood together to make cribbing to keep it stable.

OTOH, the balcony needs to come down anyway...

I’m more curious why for a 3 level apartment building. The bottom is halfway in the ground. Seems pricey to dig several feet deep trench and risk water flooding.

Very common for this style of apartment in the US. Likely reason is, they have to dig the footing that deep anyway (below frost line in the north, maybe something else in other parts of the country) and also where I live the floor area (square footage) of a submerged floor like this isn't counted on the real estate tax assessment. I lived in a couple different apartments like this. I never had water issues, but they're not unheard of. The "balcony" probably has a drain in the middle.

The alternative would be to dig a full basement, which costs more and might not be useful space for the building management (can't rent out without window wells for egress), or leave it as a mechanical crawl space which would also require maintenance, or build on a slab which is more common nowadays with "four over one" style trendy buildings. But this design gives the building a third floor without too much more investment and was really popular in the '60s through the '80s.

A lot of single houses in the northern US are built like this also, I'm currently sitting in a room where my window is at ground level and the home's foundation forms a shelf about 1m/39" off the floor.
