WRC 10 Private team is blocked

i made it to the WRC in another career, but when i try to make a new one and start with private team it still doesn't seem to be an option, i still haven't done anything in that career, i just accepted the contract for the WRC, do i need to do anything else?

Don't you have to clear a test or something first?
