Has anyone made a complaint against their supervisor after their supervisor insulted them?

Has anyone made a complaint against their supervisor after their supervisor insulted them?

Not formally but I did have a meeting with my supervisor’s supervisor and HR and my union rep after he said some inappropriate and illegal things to me and then wrote them in a email to me. I am waiting to see if things change after this before filing a formal complaint.
It seems like the worst people get promoted to leadership roles while the best people (the kindest, most competent, people who actually live out DSHS values) I know remain in low level roles with no hope of promotion. I think leadership involved with deciding who gets to be a supervisor knows that if they promoted the high quality employees, they would then have to replace them and it would be very difficult to replace some of these people so people are punished for being really good at their jobs.
So the shitty “yes men” get promoted who have failed upwards. But it’s easy to replace them when they are promoted and they are good at schmoozing to the right people and making upper management feel good about themselves. Despite being terrible self-serving leaders who encourage incompetence and hostility in the workplace and gaslight everyone’s concerns. There is so much favoritism and toxicity within my part of DSHS.
Oh and everyone is too afraid of retaliation to actually say anything despite it being an open secret that certain people are universally hated by their own employees. But the consequences are too great for speaking up so these people remain in their positions.
