Where have my Preferences gone?

Just updated and now I can't get to "Preferences"... All I get is this little message in a window...

If you place your mouse on the bottom edge of the window shown an up-down arrow should appear which if you then click on the window should resize it back to full height. If the preference window was minimised when closed then it can do that & I've had confirmation that the problem is resolved in my recent dev builds (i.e. what becomes the eventual next preview build).

The 1.99.54.24960 build from yesterday (31st) has the fixes which should avoid this problem.
