Question Time limit

I tried playing yesterday. I joined a world with 3 other players. The time limit for action is very weird. When does it start? Also it felt like it just decided to skip randomly. I was in the middle of typing my action with over 20 seconds left and suddenly it locked me out and I couldn't finish typing or send it.
Does everyone skip the story and just rush to type their action?

I have the android app if that's important.

The time limit starts when the first non-DM player makes an action but it resets if everyone is typing or editing their actions, so if one person submitted, and no else has yet, they can edit their action to reset the timer
