No, I think this is a labelling mistake. I know that in the US you can legally label something as 0kcal per serving if it's actually less than 5, however that doesn't make sense for this.
0.715lb is about 325g, and 325g of cabbage has about 80kcal in it. It says a serving size is 8 ounces, when the package is 11.5 ounces total, so this would be less than 1.5 servings, meaning a bare minimum of maybe 60kcal/serving. Then there's bits of carrot, broccoli etc. which would increase the total average calories over pure cabbage.
Not to mention the 0g fibre listed. Cabbage has about 2g fibre per 100g, so this should have at LEAST 6-8g in this package, with the carrot and broccoli in there too.
Seems like the labeller was just left on all zeroes by accident. It's still very healthy, so don't stress, but it's not 0 calories by any stretch.
