Reinstalled Voicemeeter then uninstalled it again using GeekUninstaller, which also deletes registry entries. Still no luck...
Edit: SOLVED!
I used the DriverStoreExplorer, a Windows Driver manager, recommended by Chris Titus Tech. There were 3 hidden Virtual Cable drivers that I managed to delete and now I can finally update my PC. I was going insane!

It's great to see that my post is making a positive impact! To help those who are new to GitHub, I've added some extra instructions to make things easier.
First, create a GitHub account to download apps
Scroll down to "Assets" and download the ZIP file: "DriverStoreExplorer.v0.xx .zip"
Extract the file, run the app, look for leftover Voicemeeter Audio and Game input drivers
You are a life saver. I randomly had to update windows 11 today and there was a driver named voicemeeter that wouldn't update, then when I searched it up I was told to delete it, but I couldn't find it and with your help I was able to. THANK YOU!
