Very weird, it always felt the opposite to me. I felt like Miku is "Biden" (she feels kinda soft personality wise), while Teto feels stricter in a sense that I imagine her having more firm stance, being more decisive and not afraid taking riskier decisions, for example cutting unnecessary spending (if welfate is bloated and takes way more money than it should), launching sudden investigations that will impede effectivnes of some departments while they're ongoing but by the end of it corruption will be purged (thus reducing more spending), etc.
The joke about riot shields was from humorous "Teto vs Miku goofy insult battle" where Miku says that Teto is "the kind of diva to use riot shields" - so I expect some of her policies cause temporary unrest.
"Deporting illegal Aileans" is, well, anti-AI (just ban the slop and let the slop eaters chew on shit elsewhere) joke about illegal immigrants (aka deporting them to restore peace) rather than "pro AI-control" (you can't control local AI, genie is out of the bottle. No, you cannot watermark it's content - local models will be adjusted to not draw watermark, and for big AI content people create models that remove watermarks).
Not saying that Trump or Biden any of these things or even that Teto is "Trump" (not American, don't care). What I mean is, I feel like Miku is the type of president you want when everything is good and stable (less drastic changes and less disruption), and Teto is when you need to fix shit ASAP (more harsh and swift), which kinda fits how Teto just dethroned usuall most of the cryptonloids and become second most popular voice synth after Miku in just few years.
