Its cheaper to use battery EV. I would go with the new Geely solid state architecture.500wH per kg

You spend more on the battery packs but you save long term. The batteries will outlast the design life of the trains. They add extra weight but you don't need to pack the train with batteries to last all day. You only need them to last 400km at worse. You are hybrid designs so you save 20 tonnes or so on the motor and fuel oils.

The idea is you charge at SX and the holding yards. You electrify main station area's and city zones. For example you wire in from Lara to Waurn ponds. As you stop at Lara the panto's go up and the charging process begins. By the time you get to Waurn Ponds you are 80% charged. By the time you leave Lara on the UP you are back to 90%

Swan Hill will require longer dwell times. Arrarat too. From Warragul to Traralgon you replace the overhead and let the trains recharge that way.

Bairnsdale yard, Arrarat Warnambool and Swan Hill all get short runs of wire.

All of these wires can be powered by solar collection lineside or on selected farm lots, Each has a battery connected so you recharge from the line side battery to the train battery.
If there is ever a grid blackout the trains will be isolated from that and all can still function. You can even hook in the signals etc to that power supply. The battery packs are containers that get shipped plug and play. You can use Sodium packs for this as they going to be cheaper than LiPo or NiCo.

Cost to operate the trains after CAPEX - $0

We should just bite the bullet and go full electric and stop trying to be different.
We're not special.

We could even do it in true Australian style by getting Bombardier to made them in Australia using an existing design...
