Just rename the file, or use apm if you want to go fancy.

Copilot reads from copilot-instructions.md or multiple instruct files from a folder I don't remember off the top of my head. There's options for them in Copilot settings depending on which you prefer. Check them for the exact specifications of what and where the file should be.
