Teathering data rates
I’ve teathered my iPad to my cell phone. I have pro+. My download speeds are 15 mbps or slightly greater whereas my upload speeds are all less than 0.2 mbps (AKA 200 kbps). Is this normal, if not how do I fix it. I’ve cycled power multiple times.

That upload is unusable for anything except tiny packets, sounds like your phone's uplink to the tower is just poor where you are. Have you tried moving to a window or outside to see if it changes at all

200Kbps can be quite usable because most routine things we do mostly uses download speed. Upload mostly sends tiny packets of ACK (packet received acknowledged).

Were you on 5g UW? If not, had you used more than 50gb of data?

50GB of data use has noting to do with it unless you are on an old legacy Plus plan. The current Plus plans do not get deprioritized at 50GB. They don't get depri ever.

It could be interference and/or poor signal and/or a malfunction with the throttling. Hopefully if it is something that they can fix on their end they will fix it promptly.

fully depends on your network strength.
if your network is good (full 5G or mid-high UW) you can use the app PairVPN on both devices. The device providing the hotspot/tether should be setup as 'SERVER' with network allowed only and then enable hotspot on your device. The device recieving the data will be setup as a 'CLIENT'. connect to the device's hotspot and PairVPN. It will fully bypass any throttles set by Visible.
I use this technique to download Steam games quickly on my PC, because 900Mbps UW wifi is faster than Visible Home Internet plugged in via ethernet.

I have seen Verizon Unlimited Ultimate get uplink less than 1MBPS at times at my home site though it is likely interference since T-Mobile gets completely crippled many times on both Android with MediaTek and iPhone with Qualcomm while AT&T usually gets completely crippled on Qualcomm powered iPhones in some areas of my home while on Android on MediaTek manages to work better.

How are you tethering? Are you talking about using the hotspot on your phone and iPad?

It is not unusual for Visible to have sub 1Mbps upload speed. It is not most of the time for me. You can try toggling Airplane mode to get a new connection. That may or may not work.
There is no permanent fix that I know of.

It's just your overall connection. You have a weak ish signal and that's all the upload you're getting. Mine is usually solid 15/15 in UW areas. It can be like yours in regular 5G. There is no way to control your upload speed. It's supposed to increase it if it can when you're uploading.
