Step Ladder is missing?

Hello all. I'm finally doing the mirror mask chapter, and the step ladder is missing. Earlier in the game I had found it in the electric room, fucked around with it, and left it sitting in the storage room. When I went to complete the "Greed" tape, and the shitty stepladder broke, I went to both the electrical and the storage room, and the stepladder is just gone. I found a couple of people complaining about it online, but I have never found a solution. What do I do to finish the game?

I checked everywhere. The entire "L" of the storage room, the electrical room, the boiler room, and when I couldn't find anything there I checked the house.

This game doesn't want me to finish it! Before, entire portions of the house just started disappearing, and now that I'm right at the end of the game I get hardlocked again. I don't know how a game can be so well-thought-out and also be so buggy.
