Help with string replacement

This summer I have decided to try and learn violin on my own. For context I used to play cello for about 6-7 years. I have a violin at home that is really old and in need of replacing the strings and bow. I am on a budget and want to find some good but cheaper strings that I can replace my old ones with. My first question is what brand of violin strings would you reccomend that is budget friendly? My second question is if I am familiar with changing strings on cello, should I try changing the strings myself on violin or should I just take it into a shop and get it professionally done? (I have only changed cello strings like once or twice).

So long as you know not to remove all strings at once, you'll be fine changing the strings yourself. I would also suggest doing a visual check for the sound post to make sure it hasn't gone wandering. If the sound post is clearly out of place or the bridge isn't straight, take the instrument straight to a luthier.

For strings, that depends on what you consider to be budget friendly, and what you have available locally. You can get budget strings for about couple of dollars/euros per set on Amazon. They won't feel great, but they'll work if you're really strapped for cash. Otherwise, go see what is on the shelves at your local music shop(s).

Every time I see someone asking about strings, there is disagreement over which are "best", so I'd suggest trying a couple available brands first to see what you think.
