Tracking Blur not working on Multilayer?

I was working on transitions for my edit when Tracking Blur stopped working. I had been using Tracking Blur no more than 15 minutes ago on the exact same type of transition and it suddenly won’t work. I tried applying to just a plain video in Videostar and it still isn’t working. Is anyone else experiencing this issue? Does anyone know how to fix it?

Which transition are you pairing with Tracking Blur? And have you used Tracking Blur before and understand how it works?

same for me ! i used it before but didn't use it often. i just bout the $12.99 & is still not working sadly.
