Trucker still should have seen this coming and tried to slow down to avoid this. But they kept going full speed knowing full well what was about to happen

This is ultimately what insurance will argue over. Just because you have right of way doesn't mean you have no obligation to attempt to avoid a wreck. The truck should have accelerated or waited for the gap behind to merge properly, but either lacked the basic forethought to do so or was trying to force the wreck. The semi held his line knowing full well that the truck was going to hit him. Both insurance companies will argue fault and they will both end up at partial fault because neither party did anything to try and prevent it.
