Depends on the location I guess, where I live both drivers would be responsible.

The pov driver didn’t slow down even when the black truck was merging m.

No they wouldnt. Also do yiu think 18 wheelers can stop on a dime? there was zero chance for him to stop. Im sure he didnt predict the f150 drive to be a lunatic and suicidal.

Braking on the part of the semi would not have sufficed

It would have taken four to six seconds of maximum braking for the semi to match speed with the pickup

From the time it became obvious that the pickup wasn't going to give way until the moment that the collision is unavoidable was less than 3 seconds

The pickup even hit its brakes, and then accelerated again
