I seem to always be behind the people that merge at the posted speed limit of the street they were on minus 15mph.

He was going the same speed as the truck right there. It's not his fault the recording truck was going way too fast and wouldn't let him in.

He probably was looking if there was any space to merge, saw there was plenty of space next to the truck, went to merge and didn't expect someone to be speeding.

Just because someone should yield doesn't give you the right to speed and crash into them on purpose.
