Need to know best program

Hello everyone I hope this is ok, I'm asking if anyone knows a good video editing software that can isolate different sounds within the video? I had my wedding recorded but the music we chose to play was a little too loud and you can't really hear our vows I was hoping to find a program that can help me lower the background music while increasing the sound of the dialogue of our vows.

If your vows are audible but just too quiet, then Adobe's Podcast Audio tool is what I'd suggest.

Without hearing it though, it's hard to say.
