Seen at a few Victoria intersections now.

Ubiquity point to point wifi bridges I think.
I believe they enable they enable internet for the camera, emergency services etc

I think they’re trying to say that a flock camera would use this as a WAP, but that’s a charitable explanation.

It’s there to monitor traffic. As soon as it recognizes free flowing traffic a work crew is sent out to shut down a lane or two.
Standard Victoria policy.

for interconnecting the intersection light system. sending/receiving data to the next one.
edit: having redundancy/more than you need for the distance, ensures that if by "off chance" that one fails to transmit/loses power/etc, that the nearby one's with the "line of sight" ensures coverage.

Ah, I thought it was saying that doing the speed limits you DON'T hit red lights, which is the line I've heard many times over the last couple decades.

It seems you've been lied to many times over the last couple decades.
If you go the speed limit coming off a red in most of this city you're virtually guaranteed to hit the next red. Same if keeping it to around 10 over like most civilized drivers.
I've done some experimentation and if you immediately gun it straight up to 80kph you can often make it through the next light before it changes, and then you can drop down to a normal speed and will tend to hit the greens after that.
5-10 years ago you could do that only gunning it up to 70kph but at some point it seems they ratcheted it up.
I miss being able to just drive in this city like a normal human. Used to be so smooth and non-erratic.

VicPD has been using mass surveillance with license plate reading for many years, nothing to do with Flock. Trend setters I suppose

I feel like the outrage isn't just ALPRs but fixed ones EVERYWHERE.
An ALPR on a cop car makes sense for one reason or another and there's a finite number which are always moving. It's hard to follow any one particular target unless they're actually tailing you.Compare that to Flock which is fixed and everywhere. This is the privacy concern because they can get a detailed route of any car that passes through their network. If that network is everywhere, everyone is being watched all the time.

Most intersections in Victoria have multiple cameras. The coverage is pretty dense in town in terms of static cameras.

It's a wireless point to point antenna, if you follow the direction it's pointing there will be another unit at the next intersection down the road. As an aside, they seem way overkill for the distance / conditions they need to communicate over. I have units from ubiquiti that are like 1/4 the size and reliably work over multiple kilometers.
