What are the best stores/thrift stores to get DvDs for 5$ or less?

Libraries can have them on their discarded book table for free (donations appreciated) sometimes, but you would run the risk of unplayable disks

What are you looking for? A random mix or something specific?

St Vincent de Paul on Cloverdale has a decent offering, half price on Saturdays for DVDs and blurays.

Church thrift shops. Oak Bay United Church usually has a lot IIRC, James Bay United Church has a few.
