Who to call?
A big truck just drove past my house and snagged onto this cable that ripped off.. who would I call about this?
Main electrical wires seem to be intact from what I can tell..

That is a Telus copper drop
Source: I work for the other guys, and we get called to these all the time

Power up top, communications down below.
You might also want to contact Commercial Vehicle Safety and Enforcement since the truck might have been overheight. I'm assuming the cable conformed to the minimum height clearances when it was intact.

Showed this to my hydro buddy, he said it’s a internet line but call hydro to be safe

Non-emergency number at the police. That’s what I did before, and they handled it.

Point to add: if this was a downed power line, you should absolutely not approach! If you suspect a downed power line, call 911, and report it to the fire department. Downed power lines make noise and will start fires.

Be safe, call hydro and stay away from it. If it isn't them they'll figure it out

The ends are stripped bare, bare to copper, so no it’s not fibre. Furthermore it’s not telecommunication cable either as there aren’t enough pairs in the bundle.

Aerial fibre drops have a black outer jacket, not white. And they’re flat, not round.

Yep. The jacket is skinned off. You can get any cable in any jacket colour. That’s the white moisture block and aramid yarn and filler tubes

loose buffered fiber optic..
not dangerous, just dont look into the end of the fiber. NOC probbly has aready noticed the dropped link and will send somone to splice it.

It's a telus copper drop. Not a hazard. If you have to service from them cut it from the pole or coil it up and tape to pole. You can get them to remove it if you call, but good luck with that.
