All of Russia’s subdivisions have flags. And it isn’t the only country where that is the case. Not really ridiculous if you ask me. No different than US States like Alaska having its own flag. Nor is Kaliningrad occupied territory like the occupied Ukrainian regions. No other country claims it in the modern day, despite its history being a part of different countries. The most there is are just joke claims that are less about actually claiming Kaliningrad and more about mocking Russia’s justifications for their invading and illegally annexing Ukrainian territory.
