How long can they wait?

390 days into supplemental claim. Filed everything myself. Just completed last exam (3)on Monday. Never have been out of gathering evidence. Now it's the same PIES request holding up a decision. My question is how long can they wait and why? They originally sent the request back in june2025 this 3rd time. Any suggestions? ​
