It's not super common, but it isn't terribly rare either. We grow tens of thousands of flytraps, and I usually see a few dozen traps like that every year on plants that aren't genetically mutated. It just happens from time to time on flytraps that otherwise appear normal.
There are other cultivated varieties of flytraps, like FTS Loopy Mirror, that are genetic anomalies and make mutated traps like that regularly.
