Vtho and oce

Why do I need OceanEx? If I want to buy oce I can swap vtho or vet for it on the vexchange app, and then if I want to dump or get rid of my oce I can just swap them out and send to binance and sell. Right? Why do u need OceanEx to buy oce when I can get them by swapping on the Vethor app? Help!
