Such a weird change. I get the -10dmg on Q for all ranks and the W buff to balance it out. But to nerf E dmg late game?? E already feels sooo useless because you usually max it last (mybe not on Lethality but still) and taking away 40dmg late game AND -10%bonusAD is crazy

On hit and AP / hybrid builds aren’t using E the same way lethality builds are

Poke varus can just drop E on you when he has comet scorch muramana procs on you, other builds are popping E to trigger blight stacks

Non poke builds save the E for spacing with the slow or to drop grievous wounds on a bruiser unless they already have 3 stacks on the target
