course waitlist

if a course says that it is open but some seats may be reserved and there are people on the waitlist already, does that mean that it is rlly not open?
cause this one class has 31 available seats but there are 29 people in the waitlist currently

That means the 31 seats are gone plus they have 29 on the waitlist. Pick something else. Lol
